Quick Steps to Secure Low-Income Housing

Low-income housing provides essential support to individuals and families lacking stable homes. With homelessness becoming an increasingly pressing issue, many in need of immediate assistance often face delays or insufficient help.

What Programs Are Available To Help Find A Home?

There are two primary programs to consider when seeking housing assistance.

The first option is the U.S. Department of Housing and Urban Development (HUD), which aims to provide safe and quality housing for low-income individuals, the elderly, and those with disabilities.

The second is the Continuum of Care (CoC), a program that allocates funding to promptly house individuals who are homeless or displaced due to a disaster.

While many people associate housing assistance with Section 8, now referred to as Housing Choice Voucher, this is just a small part of the available resources.

HUD Programs

  • Housing Choice Voucher – Find a rental home of your choosing from participating private landlords at a subsidized rate.
  • Public Housing – Government-managed apartments and homes offered at reduced rental rates.

CoC Programs – Managed through non-profit organizations but funded by HUD

  • Rapid Rehousing – Similar to the Housing Choice Voucher program but provides quicker access to available homes compared to Section 8 (HUD).
  • Permanent Supportive Housing – If approved, this option remains available to you permanently and covers all costs. It is appropriate for those dealing with more complex challenges, such as addiction or mental health concerns.

Which Housing Program Can Help Me Fast?

Rapid Re-Housing:
Among both HUD and CoC options, the Rapid Re-Housing Program is designed to provide quicker assistance than traditional Section 8 HCV or Public Housing.

Rapid Re-Housing employs a housing intervention strategy that connects homeless individuals and families with suitable permanent homes through a tailored package of resources. This includes short-term financial support and services aligned with the unique needs of each applicant.
The program aims to reduce the duration of homelessness while helping individuals achieve long-term housing stability.

This approach serves as a cost-effective method to address homelessness by focusing on resolving the issues that lead to lack of housing.
The underlying premise is that most homeless families can find and maintain housing without needing long-term support services.

Short-term assistance has proven effective in alleviating acute crises faced by many families, while also helping to avert future episodes of homelessness.

Among the offerings from HUD and CoC, the assistance provided by a Rapid Re-Housing Program consistently aims to expedite your path to housing when compared to traditional options such as Section 8 HCV or Public Housing.

According to HUD, once you apply and are accepted into the Rapid Re-Housing program, they strive to place you in a home within 30-60 days. In contrast, the waiting period for Section 8 HCV can stretch into years due to extensive waiting lists.

It’s important to note that not all regions have the same resources available. We’ve communicated with several areas that have experienced delays beyond the 30-day timeframe for housing placements.

Nevertheless, if you qualify for Rapid Re-Housing, it typically presents a much faster solution compared to various other subsidized rental assistance programs such as Section 8 HCV and Public Housing.

Keep in mind that your locality might have different terminologies for homelessness and emergency housing. Please reach out to your area’s CoC for information on Rapid Rehousing or emergency housing resources. Directions and links for contacting your CoC and Public Housing Authority (PHA) are available at the bottom of the page.

Rapid Rehousing Programs are generally a quicker option for emergency housing because it is easier to meet eligibility requirements. This program is intended for individuals who are homeless or on the verge of becoming homeless. By definition, homelessness means lacking a permanent home.

This implies you do not hold the title to a home, nor are you named on a lease. You can still be classified as homeless even if you are temporarily residing in a spare room at a friend’s or family member’s home.

According to HUD, homelessness is defined as: “A homeless individual or family that lacks a fixed, regular, and adequate nighttime residence.

Currently, there is no application for Rapid Re-Housing available online. Instead, it is advisable to contact your local Public Housing Agency (PHA) to inquire about their CoC-sponsored programs for homelessness and rapid rehousing.

For a list of Public Housing Authorities in your area, visit here and follow the guidance provided. Alternatively, you can access HUD’s PHA database here.

Enter your state and then reach out to the nearest PHA office relative to your housing plans. Ideally, pursue housing assistance in areas where you have employment, family, or previous residence connections. PHA offices will verify details pertaining to your application. Most agencies offer online applications for their housing services.

How Can The CoC Help Beyond Housing?

Any assistance program aims for an improvement in your overall situation. Moreover, due to limited funding, ongoing help is not feasible indefinitely.

The CoC focuses on fostering independence for you. However, they will provide all the necessary support to help you achieve that. Here are some additional strategies that the CoC Rapid Rehousing program employs to empower you towards independence.

  • Gradually reduce their housing assistance. As you begin to regain financial stability, they will phase out their assistance to promote self-sufficiency. If you find it challenging to maintain independence, the Permanent Supportive Housing program may be a better fit for your needs.
  • Connect you with affordable and essential medical or mental health services. While direct help may not be available, they can guide you to other support programs.
  • Transportation Assistance. Aid in getting to appointments or your workplace.
  • Utility Assistance. Help with paying a portion or all of utility bills, such as water and electricity, including assistance with deposits.
  • Child Care. Families with young children can have peace of mind knowing their little ones are in a secure environment during work hours, at minimal or no cost.
